Link popularity is probably the most important criteria engines use for ranking your site. They would like to see how many different websites go back to you.
But it's not only the number of links as it was before, but mostly the quality of the links. SE don't care if you have 20,000 websites linking back to you if 19000 of them have nothing in common with your theme.
It's very important to seek out link partnerships with sites that are related to your website theme.

Aside from just having certain website links back to your site, the Google Page Rank (PR) of the site linking back to you is just as important. Also, one should make sure that the site that is linking back to you is in good standings with Google.
Some websites may even still show a PR, but when rechecked a few days later, you will see they have been banned or lost Google PR. stick with older and more credible website for quality web links.
